PRIMARY FUNCTION

 

Jobholder at this level is responsible in leading estimating efforts to ensure optimum costing and providing technical assistance in evaluation of cost proposals, bid proposals and specifications of a service station project.

 

DUTIES and RESPONSIBILITIES

  1. Define the general project scope, time period, communication channels, and establish boundaries for estimates or project requirements.
  2. Consolidate and monitor data/cost gathered from suppliers & consultants. Collaborates with suppliers, subcontractors, and vendors to obtain accurate and current pricing information for the project.
  3. Stay updated with industry trends, cost estimation techniques, and software tools to enhance accuracy and efficiency in cost estimation processes. Conduct periodic updates on unit costs.
  4. Develop grassroots estimates to ensure accuracy of cost indices. Cost indices shall be the reference for other REND cross-functional cost requirement.
  5. Compile cost data and prepares reports and presentations for project stakeholders and Management. Provide documentation for each cost element, indicating sources of data, assumptions used and any other methodology or analysis.
  1. Work with the Design Architect and Consultants in the preparation/development of detailed Scope of Work, Bill of Materials and Company Estimates according to the approved design plans. Review project drawings and specifications to quantify and measure the quantities of materials and resources required for the project.
  1. Identify any schedule or budget constraints and propose solutions as necessary. Determine the cost of each item indicated in the scope of work. Update the price indices that are essential to the cost of a project
  1. Monitor project costs throughout the lifecycle of a project. Identify cost overruns, analyze variances, and recommends corrective actions.
  2. Maintain all estimate files & data related to a project.
  1. Collaborate with construction managers, engineers, architects, and other stakeholders to ensure accurate cost information is available for decision-making and to provide cost-related advice and support.
  1. Conduct cost analysis and feasibility studies to determine the financial viability of projects and identify potential cost-saving measures.
  1. Recommends suitable Value Engineering. Identify opportunities to optimize project costs without sacrificing quality by suggesting alternative materials, construction methods, or design modifications.
  1. Handle special projects related to service station signs and other related documents.
  1. Prepare weekly project monitoring reports.

  1. Receive instructions from the Service Station Design Manager and/or REND Design and Construction group Manager as to schedule & priorities.
  2. Receive feedback/requests from supervisors, managers, engineers within the REND Division

 

QUALIFICATIONS

 

  1. EDUCATION

 

Holding a degree in architecture or engineering is preferred. Specialized coursework or certification in cost engineering or estimation can be beneficial.

 

  1. EXPERIENCE

 

Jobholder should have at least two (2) year working experience in similar projects/work

 

  1. SKILLS/COMPETENCY REQUIREMENTS

 

  1. Jobholder should have good oral and written communication skills.
  2. He/She should be computer – literate and knowledgeable in MS-Office applications. (Knowledge in operating CAD software, spreadsheets, cost estimation software, and other relevant tools to analyze and present cost information is an advantage)
  3. Jobholder should be able to read and interpret design plans.
  4. Jobholder should have the relevant exposure to understand the proper sequence of a construction work.
  5. Jobholder should possess efficient time management skills to meet deadlines and handle multiple projects simultaneously. Knows how to prioritize tasks and manage available resources effectively.
  6. Jobholder should have knowledge in construction materials and its proper applications.
  7. Jobholder should be familiar in construction terminologies and industry specification standards.
  8. Jobholder should be familiar with engineering principles, project management concepts, and construction practices. Understands relevant codes, regulations, and industry standards.
  9. Jobholder should be able to comprehend and relate to his/her superior information relative to the projects assigned. Should have strong problem-solving skills to identify cost-saving opportunities, analyze risks, and propose solutions.
